Strip away the marketing language and managed print services (MPS) is a single idea: instead of your institution owning printers and reacting to whatever goes wrong with them, a provider owns the outcome — pages printed, securely, on time, at a fixed cost per copy — and carries the operational risk of getting there.
The parts nobody explains in a sales pitch
A genuine managed print contract bundles several things that, bought separately, are where most of the cost and most of the frustration hide:
- The hardware itself — sized correctly for your actual volume, not whatever a supplier had in stock.
- Consumables — toner, drums, fuser units, and the small parts that fail quietly (rollers, feed pads) long before the machine does.
- Scheduled and emergency maintenance — a technician who shows up on a route, plus one who shows up when something breaks.
- Monitoring and reporting — visibility into which branch is printing what, and how much it's actually costing.
- Security controls — the layer that matters most for a bank or lender, covered in full further down.
What it isn't
It isn't a straight equipment lease, where you're financing a machine but still handling toner, service calls, and breakdowns yourself. It isn't a call-out maintenance contract either, where you pay per visit and have no say in what's driving the volume of visits. Both of those shift a slice of the risk onto you and call it savings. Uganda's financial sector sits under a tiered supervisory structure. The Bank of Uganda directly regulates Tier I commercial banks, Tier II credit institutions, and Tier III microfinance deposit-taking institutions, while overseeing large SACCOs, credit reference bureaus, and forex bureaus as they're brought into that framework[2]. Below that, the Uganda Microfinance Regulatory Authority licenses and supervises Tier IV SACCOs, non-deposit-taking microfinance institutions, and money lenders[3]. The four tiers, in plain terms
Tier I is commercial banks, including Islamic banking. Tier II is credit institutions. Tier III is microfinance deposit-taking institutions (MDIs) — Uganda currently has three licensed under the Bank of Uganda. Tier IV covers SACCOs, non-deposit-taking microfinance institutions, self-help groups, and licensed money lenders, regulated by UMRA[2][3]. This is the section I'd read first if I were in risk, compliance, or IT at a Ugandan financial institution.
What the Data Protection and Privacy Act actually requires
Uganda's Data Protection and Privacy Act, 2019 applies to any institution collecting, processing, holding, or using personal data within the country, or relating to Ugandan citizens[4]. It requires a data controller to secure the integrity of personal data by identifying reasonably foreseeable risks and putting in place appropriate technical and organisational safeguards against loss, damage, unauthorised destruction, or unauthorised access[5]. Every institution processing personal data is also expected to designate a data protection officer responsible for compliance[4]. A printer that lets any employee walk up and collect any print job — or that stores scanned documents on an unmanaged internal drive — is a foreseeable risk. That's not a technicality; it's precisely the kind of gap the Act was written to close.
An independent compliance review of major Ugandan data collectors, including several banks, found average compliance scores sitting around 35%[9] — a reminder that on paper, most institutions already know what's expected of them. The gap tends to be operational, not intentional. Print is one of the most common places that gap shows up, simply because nobody thinks of a copier as a "system" that needs the same governance as a server.
